New Pilot Program for Caregivers to Offer Permanent Residency

In a groundbreaking move, the Immigration, Refugees, & Citizenship Canada (IRCC) has introduced a new pilot program that allows caregivers to apply for permanent residency as soon as they arrive in Canada. This initiative aims at streamlining the immigration process for caregivers. It also provides them with a path to permanently settling in Canada.

Canada has announced new, higher-paying jobs Pilot programs for caregivers as the expiry date for Canada’s existing Home Child Care Provider Pilot and the Home Support Worker Pilot approaches.

The existing pilot programs will expire on June 17, 2019. The new pilot programs will provide home care workers with a variety of benefits. Permanent resident status Instead of requiring that they have a certain amount work experience, we will accept them when they arrive.

The workers will be allowed to work for “organisations” that provide temporary or part-time care for people who are semi-independent or recovering from an injury or illness.”

Eligibility Criteria

The latest IRCC Updates have set out criteria for caregiver pr applicants to meet in order to be eligible for permanent residency upon arrival, the caregiver pr application must meet the criteria.

To be eligible for the program, caregivers must:

Attain at least level 4 based upon the Canadian Language Benchmarks (CLB)
Hold the equivalent of a Canadian High School Diploma
Recent and relevant experience
Receiving an offer of a full-time job in home care

This criteria marks A change from previous pilot programsThe program required a Canadian Post-Secondary Education (or foreign equivalent) of one year and a CLB score of 5. The programs also required a minimum of six months work experience. IRCC has not yet specified what the work experience requirements will be for the new pilot programs. More details will be announced closer to the launch.

Marc Miller, Immigration minister, gave an update on the ircc’s pr application. “Caregivers play a critical role in supporting Canadian families, and our programs need to reflect their invaluable contributions. As we work to implement a permanent caregivers program, these two new pilots will not only improve support for caregivers, but also provide families with the quality care they deserve.”

Benefits of Program

According to the 2024-2026 Immigration Levels PlanSince the launch of the Home Child Care Provider Pilot in 2019 and the Home Support Worker Pilot, approximately 5,700 caregivers, their families, and friends will be permanent residents by April 30, 2024.

As Canada’s population ages, the demand for caregivers will increase. Over nine million Canadians are expected to retire in the next six-year period. In the next few years, this will mean that more people will require additional care at home or in institutions.

The Canadian Centre for Caregiving Excellence has also recently published a document that highlights the pressing needs of caregivers in Canada. Among others, it notes that “Many caregivers are 65+ and may also need care. Nearly one in five caregivers are over the age of 65. Senior caregivers are least likely to access any services or support to help with their responsibilities.”

Finally, families in Canada require a childcare provider as more women, who traditionally take on more of the care taking duties for young children Statistics Canada data from 2023 found that

“On an annual basis, the labour force participation rate for women aged 15 years and older and all education levels grew from 58.5% in 1990 (the beginning of the current data series) to 61.5% in 2022. The rate for men declined from 76.1% to 69.5% over the same period.”
