Every year, Immigration, Refugees and Citizenship CanadaThe IRCC creates an Immigration Levels PlanThe plan identifies the number permanent residents that will be admitted into Canada in the next year and sets nominal goals for the two following years. IRCC determines the number of permanent residents that will be admitted to Canada by each program through its plan.
